The article analyzes the experience of concession policy implementation by RSFSR and USSR during 20s twentieth century approaches used in its framework, which allowed solving simultaneously a wide range tasks related to rise domestic economy overcoming foreign isolation. This Soviet state can be solve challenges Russian Federation is facing today. authors substantiate that was rationally constructed mechanism able number tasks. 1) Creation concessions country contributed withdrawal from diplomatic blockade declared Western countries. 2) Through obligations Empire investors were renewed conditions socialist economy. 3) By creating government headed V.I.
